The City of Austin and a working group of stakeholders are currently working on a proposal that could make West Campus housing become more affordable soon, according to a member of the University of Texas Student Government. The proposal would mandate housing developers in the University area provide discounted prices on 20 percent of units in apartment buildings depending on building height. The University Neighborhood Overlay (UNO) district proposal, enacted in September 2004, is an incentive based housing redevelopment program being revamped in order to provide students primarily attending the University of Texas at Austin with more affordable housing near the school’s campus, according to City of Austin’s Planning Commission Chair Dave Sullivan. The new program would also create a second housing threshold that would require participating housing developments with buildings that exceed the allowable housing maximum height requirements for an area (usually more than two floors) to offer an additional 10 percent of units to students who make 65 percent or less than the median income. The proposal that Student Government and University Area Partners have created would adopt UT’s undergraduate Cost of Attendance for housing to replace city median income levels. It would also allow students who receive financial aid, and were therefore identified as “need-based” by the U.S. Department of Education through their Free Application for Federal Student Aid (FAFSA), to automatically qualify for the program.
A new proposal would allow students who receive financial aid to be considered for a city-wide policy initiative designed to offer affordable housing for low and moderate income residents of Austin. The City of Austin and a working group of
